Jeanette began her career in the insurance industry in 1977 with USAA Cupertino, Ca. Upon moving back to Jacksonville, she worked with the commercial trucking company, CCIC, in the first party unity where she obtained her multi-line adjuster's license. In 1983, she joined Hanover Insurance Company. Jeanette has been with Citizens for more than seven years as a Liability Adjuster. Jeanette has been a member of the JCA since 1980, she held the position of treasurer, and a volunteer of the golf outings for many years.

Cindy Rodda - Allstate
Cindy obtained her Bachelor of Science degree from Florida State University in 1987. She began her career with Allstate in 1988. Cindy holds the designation of Senior Claims Law Associate from the American Educational Institute and is a Panelist for Arbitration Forums. She has been an active member of the JCA for several years and previously served the as Treasurer.
Natalie Johnson – Allstate
Natalie Johnson began her career with Allstate in 1977 and is currently an Unrep Staff Claim adjuster.
She has held many positions within the company and worked in numerous disciplines during her
career, including managing an Unrep Unit and Subrogation. She transferred to Jacksonville in 2002.
She holds the designation of Senior Claims Law Associate from AEI and is a Panelist for Arbitration
forums. She has been an active member of the JCA for several years and has served on the Board of
Deborah Burgess - Carolina Casualty Insurance Co.
Deborah (Debbie) has 30 years of experience in the transportation industry. She earned her Associate
Degree in Insurance Management from Florida Junior College in 2002 while employed by International
Transit Trucking Company as their Safety Director and Risk Manager. Her career in the commercial
insurance industry began in 2003 at Carolina Casualty Insurance Co. Deborah continued her college
education, and upon receipt of her Paralegal Studies Degree in 2006 was promoted to bodily injury
adjuster at Carolina Casualty, a position she still holds.

Elena Rojas – Peninsula Insurance Bureau
Elena Rojas began her career in 1998 with American Surety Insurance Company. She held several positions
before transitioning to her current position as an Account Manager at Peninsula Insurance Bureau. Her
biggest accomplishment includes overseeing the CAT Operations during Hurricane Season 2004 while
working at Sunshine State Insurance Company. She organized and coordinated day-to-day operations. In
2005, Ms. Rojas was hired by QBE where she worked for 10 years handling Residential, Commercial
Property, General Liability, Auto claims, including moderate Bodily Injury claims. In the spring of 2014, Ms.
Rojas was then hired by Cypress Property & Casualty. She was tasked to develop the Subrogation Unit,
she implemented process & procedures. She provided technical guidance & training to personnel on best
practices to promote the company’s cultural vision. She established a Vendor Management Program to
track efficiency. Additionally, she designed a monthly newsletter which created transparency, awareness and
motivation to meet the company’s recovery objectives.

Mona is volunteer with the American Red Cross. She also teaches summer safety and fire prevention to children in private and public schools as a volunteer. Mona works with Restore24 which is a private and family owned business. She has been an JCA Member for several years
and has served on several JCA Committees

Heather Kerlin - Kerlin Claim Service LLC
Heather began her career in the insurance industry as a secretary for a local claims office. She
obtained her adjuster's license and has been in the casualty business for many years with various
insurance carriers as a staff adjuster. In 2010, Heather began working as an independent adjuster
doing property, auto and general liability claim investigations with Kerlin Claim Service. She has been
an active member of the JCA for many years and her personal involvement with the JCA Golf Outings
have helped to make them very successful.

Bill is Account Manager with Specialty Group, Jacksonville Beach, FL. He is a graduate of Episcopal
High School and attended Florida State University. He has served many years on the JCA Board of
Directors and has received accolades as one of the most successful golf events planner in the area. He
was conferred a JCA Life Member in 2006.

Judi obtained her MBA from Jacksonville University in 2004. She began her career adjusting claims for
Crawford & Company in Lakeland, FL. One year later she obtained her All Lines Adjuster license and
eventually relocated to Jacksonville with Cigna in their workers comp center. Subsequently she became
a Senior Field & Fraud Investigator with Zenith Insurance Company for ten years and an All Lines
Senior Field Investigator with Mutual Risk Services, Inc. Judi is now President and CEO of her own

Ed received his Bachelor’s degree from Jacksonville University in 1991 and his law degree from The Cumberland School of Law in 1995. His practice areas include workers’ compensation, longshore and harbor workers’ compensation, and other injury and employment related litigation. He has been a member of the Florida Bar (Workers’ Compensation Section) since 1995, and is currently a member of the Jacksonville Bar Association (Workers’ Compensation Section). He is a founding member of the E. Robert Williams Inn of Court, and has served on the Statewide Board of Directors of the Friends of 440 Scholarship Organization.
